Dr. Emmanuel Jonas Kwayu is a Tanzanian academic, researcher, and consultant specializing in environmental economics, climate change and disaster risk financing, and development policy. He holds a Ph.D. in Environment and Development from the University of Leeds, UK, where his dissertation focused on the effectiveness of agro-ecosystem-based Payments for Ecosystem Services (PES) in promoting ecosystem conservation and poverty reduction in Tanzania.
Dr. Kwayu is currently a lecturer and multidisciplinary researcher at the University of Dar es Salaam, Tanzania. His work encompasses a range of topics and experience in undertaking resource mobilization studies, policy-related evaluation studies, and consultancy works. His extensive and rich research and consulting experience have established him as a renowned expert in climate change and disaster risk management, resource mobilization, financing assignments, evaluation studies, socio-economic survey design, data management, and control for over 15 years. He has excellent writing skills, as demonstrated by his peer-reviewed journal articles, which are available online.
Dr. Kwayu has been a team leader/member, assistant team leader, and team leader contracted to perform numerous consultancy assignments in various disciplines/specialties. Some of the assignments include the development of the Disaster Risk Recovery Policy and Action Plan, Disaster Risk Financing Strategy, Resource Mobilization Strategy for the Rural Energy Agency (REA), Customer Satisfaction Survey for the Energy and Water Utility Regulatory Authority (EWURA), End-line Evaluation of the Ten Steps Plan for Safer Road Infrastructure for the United Nations Economic Commission for Africa (UNECA), Study on the Formulation of a Benefit Sharing Model on Large Scale Land-Based Deals in Tanzania, evaluation of REA (Rural Energy Agency) Funded Projects in 2017/18, and End-line Evaluation of the Youth Economic Empowerment Project (YEE Project) in 2018.
His consultancy work spans various international organizations, including the United Nations Economic Commission for Africa (ECA), United Nations Development Programme (UNDP), and the World Bank. He has led and co-led evaluations and strategy development initiatives in countries such as Tanzania, Uganda, Rwanda, and Zanzibar.
