Background
Students’ services at the College are under the Dean of Students Office (DoS) which was established since the inception of the College. It constitutes one of the Departments under the Office of the Deputy Principal (Administration). It is purely a service-oriented office entrusted with the responsibility of listening, advising students, counseling individual students and ensuring better provision of social and welfare services.
At this office students receive adequate information that helps them to make a smooth transition within and outside University.The DOS office always responds to the student's needs by connecting them to numerous sources of information and/ or services.
The Head, location and mission of the Dean of Students’ office
The office is currently headed by Ms. Natu Msuya, assisted by four welfare officers in their respective units. The office is located at Kijiji B House Number 1.
The Office of the DOS is in-charge of all matters pertaining to students’ life at the College. The envisaged mission of the DOS office is to maintain a conducive environment, to nurture students and empower them with norms and values that will develop them into dedicated, well educated, responsible service-oriented and committed members of the Dar es Salaam University College of Education and loyal citizens of their respective societies and the nation.
Dean of Students’ office and its units
The following are the Units that constitute the Dean of Students Office.
1. Counseling and guidance
Counseling and guidance Unit provides personal counseling, trauma counseling, group counseling and psychosocial support. The Unit deals with the following issues:
- Relationship
- Family
- Loss and grief
- Mass Failure
- Postponement of studies on social ground
- Provision of Para - counseling seminars to staff
- Facilitation of group counseling whenever necessary
- Conducting orientation talks
- Preparations, facilitation and making follow up on peer education
Counseling empowers candidates to look for the lost treasure and hence feel good. “Life is too good to feel bad”. The counseling services are organised and provided at the Dean of Students’ Office.
2. Accommodation, health & catering services
This Unit is charged with the duty of overseeing effective management of student accommodation facilities. It coordinates and administers the accommodation services at an acceptable standard. Accommodation facilities for students enrolled at the College are limited. However, DUCE is firm for occupying Mtoni-Kijichi apartments, also known as Vikunai apartments for students’ accommodation. The availability of the Mtoni-Kijichi hostels has solved the long outstanding shortage of accommodation.
This unit is responsible for monitoring the quality of services offered to students by caterers. The monitoring involves, among other things, quality of food, the environment in which the food is prepared and served to students. Varieties of food on the menu. Food prices and the availability of friendly eating places with enough space and seeing the cafeterias are enough to accommodate the growing number of students.
It also assists sick students in collaboration with the College Health Centre to get medical attention. In addition, this Unit handles National Health Insurance Fund (NHIF) matters in collaboration with NHIF Office to make sure that all students get their NHIF cards.
3. Students Governance
Students Governance Unit deals with students’ leadership under the auspices of the Dar es Salaam University Students organisation (DARUSO) and other student social associations recognized by the law of the Collage. These activities are conducted in accordance with the law of land and students By-laws. In other words, the student government affairs is one of the units in the office of the Dean of Students that offers guidance to the University Students Organisation (DARUSO) as well as leaders of students associations and their members.
It is the role of this unit to conduct various seminars, workshops, meetings, debates, symposia, produce fliers and other media as a way of encouraging students to actively participate in various leadership positions in students’ organisation.
On the other hand, the unit plays the role of bridging the gap between students and the College Management. For more information contact the Students' Governance Coordinator.
4. Sports and games
The College encourages students to participate in games. Playgrounds available are accessible to students, University employees and the surrounding community. They are also open for hiring at a low price. Education and Sports are always great bedfellows. I encourage you to improve that linkage, both here and in schools. Main objectives of the Dean of Students' Office
The main objectives of the Dean of the students’ office are to ensure that students live a peaceful and harmony life within and outside the campus so as to achieve their goals. Therefore, the Dean of Students’ office has the following specific functional objectives.
- To listen and advise students on personal, social and academic problems
- To counsel students on career and personal health
- To facilitate and promote students’ participation in sports, games and other recreational activities.
- To facilitate and promote discipline, peace and harmony among students and the University Community.
- To promote good communication among students, DUCE Management and the government.
- To promote Control measures on Reproductive Heath, family life education, STDs, HIV/AIDS and drug abuse.
- To promote students’ participation in various associations both social and academic.
- To promote better learning process by closely networking with Deans of faculties and academic advisors.
- To ensure better provision of both social welfare services to disabled students and,
- To facilitate better provision of health, hygiene, food and accommodation services.
Sports and Recreation

Dar es Salaam University College of Education (DUCE) has a unit dealing with sports, games and other recreation. The College has playgrounds for a wide range of sports including football, volleyball, basketball, netball, tag-of-war and athletics. It also provides facilities and opportunities for light sports activities such as rope skipping, sack race and pool table. Other activities include academic clubs, festivals and cultural events.

A. Background Information
Health Services at Dar es Salaam University College of Education (DUCE) are offered at DUCE dispensary. Along with academic services, the College also provides medical services through its Dispensary which was established in 2005 to provide quality health care services within easy reach of its catchment population. It serves students, staff and the surrounding community. The main focus is preventing, diagnosing and treatment of communicable and non-communicable diseases.
B. Medical Officer In-Charge and Physical Location
Dr. Saning'o Sangeti is currently a medical officer in charge. The contact phone number of the medical in charge is +255 755 255 212. Administratively, the medical in charge and the DUCE dispensary in general falls under the Deputy Principal - Planning, Finance and Administration - Office as per the organisational structure of the College. DUCE dispensary is located just adjacent to the DUCE main entrance gate, along Taifa Road. We are close to NBC Bank and Benjamin Mkapa National Stadium.

F. Payment Scheme
The payment scheme is by cash or through health insurance. Currently, we only serve members under the National Health Insurance Fund (NHIF). In the future, we plan to link with other health insurance schemes. Kindly, be informed that you can only receive healthcare services if you pay cash or produce a valid health insurance card.
G. General Information to Students
i. A Guide to Staying Healthy at DUCE
Students are advised to check their health status regularly. If a student develops any symptom or in a state of ill-health, kindly visit the DUCE Dispensary immediately for early diagnosis and treatment. Late seeking of healthcare attention may negatively affect the recovery or outcome of your health problem. Students are also advised to observe high standards of hygienic practices everywhere and every time be it at lecture theatres, in gatherings, cafeteria, ‘vimbweta’ and at your room. Dustbins have been put almost in all key places at the campus. Avoid littering the environment.
ii. Alcohol, Drug Abuse, HIV, AIDS, Unplanned Pregnancy and Sexually Transmitted Infections
Students are advised to strictly avoid use of alcohol as this affects their academic performance. Drinking impairs significantly your cognitive function. Decision making under the influence of alcohol may lead to serious unpleasant consequences.
Students are also advised to protect themselves and colleagues from HIV and AIDS. The best approach is to abstain from pre-marital sex. If students cannot abstain from sex, then be faithful to your single uninfected partner and always use a condom consistently and persistently during sexual intercourse.
We provide free voluntary testing counselling (VCT) for HIV. If students need advice on treatment and care (CTC) for HIV and AIDS, they should feel free to consult us. Ethics, confidentiality and privacy shall be highly observed.
Consequences of unplanned pregnancy are enormous and may affect your academic performance and your future in general. Students are advised to visit their Reproductive and Child Health Unit for health education pertaining to reproductive health.
iii. Transport and Road Safety
Road traffic accidents (RTA) are currently among the leading causes of mortality and morbidity in our country. Students are advised to take all the necessary precautions when using motor vehicles. Of special note is the use of helmet every time one rides on a motorcycle.
iv. Falling Sick Outside the College
In case students fall sick outside the College campus immediately they should notify the office of the Medical Officer In-Charge by any means possible such as through their fellow students and/or family members. Students are free to receive health care services at any health facility of their choice, but you are obliged to inform the responsible College officers immediately.
v. Referral Procedures
All medical needs shall be attended at DUCE dispensary except for problems which require expertise attention in terms of specialized personnel and equipment. If students succumb to problems requiring the attention of a specialised healthcare personnel and/or hospital they shall be referred promptly for the same. Our default referral hospital is Temeke Regional Referral Hospital. However, the nature of your medical problem may dictate on our side the choice of a referral Hospital. Any self-referral will be at the patient’s own cost.
vi. Postponement of Academic Activities on Medical Ground
In case students fall sick or admitted outside DUCE and they are unable to attend classes should report the matter immediately to the Medical Officer In charge. Students can use their fellow students, friends or family members to report on their health status on their behalf. A duly medical report must be availed to support the claim.
Postponement of academic activities such as seminars, lectures, course work, tests and examinations must be fully supported by an authentic medical reason and evidence for the same must be produced. All this information must be channeled through the office of the Medical Officer In-Charge.
H. General Information on HIV, AIDS and Non-Communicable Diseases
Communicable diseases like HIV and non-communicable diseases like High Blood Pressure, Diabetes, Depression, Cancer, and other heart diseases affect many people in the community, especially those in middle age. These people are crucial to the nation as many of them are of their productive age and are heavily relied upon in families.
What is HIV?
Human Immunodeficiency Virus (HIV) is a virus that attacks the body's immune system, ultimately causing the body to fail in fighting various diseases. When the immune system weakens significantly, the body becomes vulnerable, leading to the emergence of opportunistic diseases.
How is HIV Contracted/Transmitted?
HIV is found in bodily fluids of infected individuals. These fluids include blood, breast milk, semen, and vaginal fluids. Therefore, HIV can spread from one person to another through the following ways:
- Unprotected sexual intercourse
- Sharing needles or sharp objects
- Through unsafe blood transfusions
- From mother to child during pregnancy, childbirth, or breastfeeding
Symptoms of HIV and AIDS
Symptoms of HIV infection do not appear early when a person gets new infections. The initial symptoms are not different from those of other diseases like flue, however it may include fever, skin rash and swollen lymph nodes. When the immune system weakens, symptoms of opportunistic diseases may appear. These symptoms may include unexplained weight loss, skin cancer, diarrhea for more than two weeks, and long-term cough.
How do you know if you have HIV infection?
The presence of HIV infection is confirmed through specialized blood tests.
How can you protect yourself from HIV?
You can protect yourself from HIV through the following ways:
- Avoiding unprotected sex
- Using condoms correctly and consistently
- Having a single partner who is not infected
- Avoiding sharing needles or sharp objects
- Undergoing circumcision for men
What should you do if you have HIV?
If you are living with HIV, take the following steps:
- Attend clinics and follow the instructions given by professionals
- Eat a balanced diet
- Exercise regularly
- Take medication as prescribed
- Avoid stigmatizing yourself
- Use protection (condoms) during intercourse
- Avoid alcohol consumption
What are Non- Communicable Diseases?
Non-Communicable Diseases are those diseases that cannot spread through infections or through other people (Diabetes, High blood pressure, Cancer, Asthma)
Symptoms of Non-Communicable Diseases (NCDs)
Most non-communicable diseases do not show any symptom at the beginning of the illness. However, as the disease progresses and affects the body's organs, symptoms will appear. Also, the symptoms of these diseases largely depend on the type of disease and the affected body system. However, general symptoms include:
- Unintentional weight loss
- Weakness and fatigue quickly
- Having sadness most of the time and lacking hope for life
- Insomnia
- Breathing difficulties
- Swelling of the body
Risk factors for NCDs
- Sedentary behavior
- Excessive weight
- Use of alcohol, tobacco, and other drugs
- Poor Diet (High salt, high fat content, low fruits and vegetables intake)
- Presence of these diseases in the family
How do you know if you have Non-Communicable Diseases?
You will know that you have these diseases after being examined and tested by health professionals. These examinations and tests can be done at various centers in the country.
Steps to protect yourself from NCDs:
- Exercise for at least 30 minutes daily
- Eat a balanced diet
- Avoid risky behaviors such as alcohol use, tobacco, and unsafe sex
- Eat plenty of fruit and vegetables
- Avoid excessive use of oil and salt in food
Steps to take for those with NCDs:
- Continue to use a balanced diet as advised by doctors
- Follow medical treatment and use medication properly
- Exercise according to the advice of professionals
- Avoid misconceptions about these diseases.

Cafeteria services
The College offers cafeteria services for all meals to staff and students at reasonable prices. The College has several cafeterias and canteens which have the capacity to serve the present staff and student population. The meals are prepared by service providers and payments are collected by their cafeteria counters. UDASA and DARUSO have a duty of monitoring quality of food, varieties of food and the environment under which the food is prepared and dispensed to staff and students. They also manage to oversee food prices and availability of friendly eating places enough to accommodate the growing number of students.
Security Services
The Security Services at Dar es Salaam University College of Education (DUCE) is managed by DUCE Auxiliary Police. The Police Forces and Auxiliary Services Act, Cap 322 of 2002 as amended, provides for the establishment of Auxiliary Police Forces to operate at the Dar es Salaam University College of Education as a special area.
The Auxiliary Police station is one of the components within the Deputy Principal-Administration office. It has been there since the establishment of the Dar es Salaam University College of Education.
Head and Location of Auxiliary Police Unit
Mr. Ally A. Njiku is the Head of the Auxiliary Police Unit. The Auxiliary Police Station is located at Village ‘B” House number (7). For communication purposes any time and any place, please contact them.
The Mission of DUCE Auxiliary Police
The major task of DUCE Auxiliary Police is to assist the Tanzania Police Force in maintaining peace and order and safeguarding public safety and community property. This is to say that the Inspector General has the command and the supervisor of the Auxiliary Police Force and shall be responsible for the Act which established the force.
Functions of DUCE Auxiliary Police
The DUCE Auxiliary Police Station is charged with the following responsibilities:
- To ascertain law enforcement and order to prevent any form of crime.
- To prevent crime in any form that may happen.
- To take care of the University College's existing properties.
- To arrest law breakers and take or lead them to public safety.
- To create awareness to the community about public safety through orientation, fliers, posters, etc.
- To guide and supervise Public and Private Security activities on campus.
- To have twenty four hours constant surveillance and security services on campus.
General Advice to the DUCE Community
The following issues must be observed.
- Be security conscious.
- Trust no one
- Take care of your keys.
- Avoid the gangs (groups) of bad characters.
- Remember to remove clothes from the laundry line.
- Do not leave your door open; make sure you close/lock your door all the time.
- Let students by laws, be part and parcel throughout your life while studying and staying at DUCE.
- Movement of all equipment, furniture, television, fridges, etc must be routed though the warden and the head of Auxiliary police for permission.
- In case of any problem, within or outside the campus please communicate the events to the warden and Auxiliary police station

Financial Services
There are Financial Institutions that are available within the College premises. These include Banks and Financial agencies that support the accessibility of financial services to the College community.
The National Bank of Commerce (NBC) PLC is the bank that mostly serves financial services to DUCE community. It is found within DUCE premises, adjacent to the DUCE Health Centre which is located around gate No. 1 along Mkapa National Stadium Road. There are also good number of financial agents serving clients in their day-to-day financial transactions located around gate No. 2.
The CRDB Bank ATM available at DUCE, serves the similar purpose of offering financial service to the entire community.
Besides the financial service providers mentioned, there is DUCE SACCOS which is a Microfinance Institution operating within DUCE. Though the main role of the DUCE SACCOS is to provide loans to its members, it also acts as a financial Agent enrolled by CRDB Bank PLC through Fahari Huduma Programme aiming to serve both the DUCE community and neighboring community.
